Proposed Changes to USDA Insurance Program Draws Comments from USCA

On Monday December 21, 2020, the United States Cattlemen’s Association (USCA) submitted comments regarding proposed changes to the Pasture, Rangeland and Forage (PRF) insurance program administered by the U.S. Department of Agriculture’s Risk Management Agency (RMA).

RMA began offering the Pasture, Rangeland and Forage (PRF) insurance program in 2007. Since that time, the program has expanded nationwide and been successful in providing a valuable risk management tool to livestock producers and forage growers across the country.

Recently, RMA asked a third-party contractor without livestock or rangeland experience to review the viability of the program. Despite favorable actuarial reviews from the contractor, USCA says “RMA’s intent is to make substantial negative changes to PRF beginning in 2022 which would cause PRF to no longer function as intended.”

USCA requested that RMA withdraw consideration of the changes and instead seek input from the actual users and providers of the program to build a more viable risk management tool.
