Facing serious financial and management challenges, the Agenda for the March meeting for the Montana Board of Livestock shows that it was a time of intense evaluation and introspection. 

 

Among the items discussed was the fact that the BOL budget for 2016 and 2017 proposed by the House contains sharp reductions back to 2014 spending authority, and deep cuts in General Fund support.  It is safe to say that these proposed cuts would devastate the current function of the department.  Those draconian cuts will now be considered by the Senate as they take their turn at the biennial budget.

 

The Board has asked for Performance Evaluations of all key employees, starting with their own detailed Performance Appraisal of Executive Officer Christian MacKay.  With MacKay’s permission his Appraisal was conducted in a public setting at the March meeting, and the Board Members pulled no punches in rating the performance and behavior of the Executive Officer compared to expected outcomes.     

 

In an effort to increase the transparency of the Board of Livestock, the Legislature has overwhelmingly approved House Bill 439, which will require that Board of Livestock meetings must be tape-recorded for the public to be able to hear and see what is discussed.

Board members have scheduled the next meeting of the Board of Livestock to be a one-day meeting in Helena on Thursday, April 23.
